His enquiry contains two observations that appear to contradict each other. The decode: how both observations can be true
What the tone means when it happens: the motor is applying torque to a platter stack that is not turning. The commonest reason is heads resting on a surface and adhering to it — the motor cannot break them free, and the sound is the attempt made audible.
Why a drive doing that cannot normally appear: before a drive can report its capacity it must read its own configuration from the platters, which requires them to be spinning. A drive that never turns never gets there and is invisible to everything.
So the reconciliation: it is not failing to turn — it is failing to turn at first. The initial attempt stalls, the drive retries, and on a later attempt the heads release and the stack comes up to speed. Once spinning, the drive completes its start-up and announces itself normally, which is why the disk utility shows it.
Why that is the worst kind of intermittent: every start-up applies full motor torque to an assembly that is partly stuck, and the release — when it comes — happens by dragging the heads across the surface. Each successful start is bought with surface damage, which is why a drive that "works if you try a few times" is the most expensive kind to keep trying.
Why the drop explains it: an impact can displace heads from their parked position onto the platter, or damage the ramp they should rest on. Days later, adhesion has had time to establish. A drive dropped while running is the classic route to this exact state.
Why no volume appears despite enumeration: the drive reports itself as a device, and the filing structures either cannot be read — plausible if the affected region was struck — or have been damaged. Either way that is a separate question from the mechanical one, and it cannot be assessed until the mechanism is stable.
