He Gave the Model, Which Settles More Than the Symptom
His enquiry is three lines and contains one thing that does most of the work. A laptop where "I am unable to boot up and access the contents of my documents stored on the hard drive" — followed by the exact model. The symptom is the most common sentence in this subject and narrows almost nothing. The model number narrows a great deal, because it settles what kind of storage is inside, whether it comes out, and what will be needed to read it.

The decode: what a model number tells you before anything is opened
First — whether the storage comes out at all. Some machines carry an ordinary removable drive on a standard connector; some use a proprietary module needing a specific adapter; some have storage soldered to the board and encrypted to it. Those are three completely different jobs, and the model settles which one applies without touching the machine.
Second — what will read it. Interface, form factor and connector all follow from the specification, so the right adapter can be identified in advance rather than discovered on arrival. For a machine with removable storage that frequently makes this an afternoon rather than a project.
Third — whether encryption is likely. Some specifications shipped with full-disk encryption enabled by default and some did not. Where it was on, the password or recovery key is needed regardless of how easily the drive comes out — and that is worth establishing before anybody promises anything.
Fourth — how much the machine's condition matters. On a design with removable storage, a machine that will not boot is largely irrelevant: the drive comes out and reads elsewhere, and the fault becomes a separate repair question with no urgency attached. Why the symptom he gave adds so little by comparison: "will not boot" covers a failed power supply, a failed board, a damaged system, a corrupted volume, and a dead drive. It is consistent with the drive being perfect and with the drive being destroyed, which is why it cannot narrow anything on its own.
What would narrow it, and costs nothing: does the machine power on at all. Does it reach a manufacturer logo. Does it produce any error message, and what does it say. Does it make any noise. Four observations that separate a power fault from a storage fault immediately.
The general point, worth carrying to any enquiry: the description of what is wrong is usually the least useful thing in the message. The device, its exact model, and what it does when you switch it on are worth far more — and all three are easy to supply.
