One of These Is Locked by Design Rather Than by Fault

His enquiry lists two devices as though they were the same kind of problem. An external drive that "connects but does not show up as an available device", and a set-top recorder with "no file playback and unable to transfer data to other storage devices." The first is an ordinary case. The second is a device whose inability to hand over its contents may be working exactly as intended, and that deserves saying before anybody spends anything.

The decode: why the two are not comparable

The external drive first, because it is straightforward: connecting without presenting a volume means the device enumerates and its filing structures cannot be interpreted, or the drive is not becoming ready. Both are ordinary and both are assessed conventionally — imaged, structures rebuilt, contents returned.

Why the recorder is a different proposition entirely: devices of that kind write to an internal drive in a format of the manufacturer's own design, and — this is the important part — frequently bind the recordings to the specific unit that made them. The encoding is proprietary, the filesystem is often non-standard, and the content is protected so that it cannot be played anywhere else.

Why that was deliberate: such devices were built during a period when broadcasters required recordings to stay on the machine that made them. The inability to transfer content to other storage is not a fault — it is the feature working, and it worked whether or not the owner ever wanted it to.

So what "unable to transfer data" probably means: not that the device has broken in that respect, but that it never could. Establishing which is the first question, and it changes the entire assessment.

What is technically achievable: the internal drive can be removed, imaged, and its filesystem interpreted — that part is ordinary work. What comes out is the difficulty: recordings in a proprietary container, frequently scrambled against keys held in the unit, requiring that specific machine to make sense of them. Where the encoding is merely unusual, conversion is possible; where it is protected, it generally is not.

Being honest about where that leaves it: this class of device is among the least recoverable in this archive, and not because the engineering is hard. It is because somebody engineered it specifically to prevent this, and they succeeded. That is worth saying plainly before any money changes hands.

Why the two should be quoted separately: one is a routine recovery with good prospects and the other may be impossible. A combined figure hides that, and he should be able to proceed with the drive and decline the recorder if that is what the assessment concludes.
